a fork of toyoyo’s putty-win32s, supporting much more older windows nt builds to nt 3.5 rc1, and update the codebase to upstream versions

jquery 1.12.4 fork based on 1.12-stable branch and jquery-lts project. latter one adds security patches to jquery 1.12. add polyfills and tweaks so jquery test suite in retrozilla (firefox 2 fork) can run all the tests well.
